African countries' political arena is witnessing major changes due to the involvement of new political actors in the public policy making process (donors, political parties, civil society). In the past, the formulation of policies was a reflection of the central authority's will. Nowadays, governments are confronted with more resistance when adopting reforms. From Knowledge to Action, Analysis of the Decision Making Process in Africa : the Case of the State Contract Teacher Policy

Policy analysis in Africa has mainly focused on their evaluation. Now that several reforms are undertaken and that the progressive move toward democracy allows new actors to enter the political arena, it is useful to analyze how decisions on public issues are made. The dissertation examines the reform of the teacher recruitment policy in francophone Africa. The reform consisted in changing the teacher status in order to allow the government to pay a lower salary to new teachers. Teacher shortages, teacher contracts and their effect on education in Africa

1001; To enhance primary enrolment rates, many African countries have launched large teacher recruitment programmes in recent years. Given tight budgetary constraints, teachers are no longer employed in civil service positions, but on the basis of (fixed term) contracts typically implying considerably lower salaries and a sharply reduced amount of professional training. We analyse the effect of this change on educational quality in Niger, Togo and Mali, on the basis of very informative data, which are comparable across these countries.
